Connect PC to internet through GPRS enabled mobile?

I have a GPRS/3g enabled (BSNL) Nokia 2730 Classic. I can connect to internet. However, I could not connect my PC to internet (via bluetooth) through this phone. Though the phone and PC are connected, whenever dialup is tried, the mobile comes up with a message "subscribe to packet data first". How to correct this problem?
