WiFi Help please...getting new wifi...?

my friend is getting an ipod touch and to do the best parts of the ipod you have to have wifi. his family doesnt have wifi, only dialup. he can spend 50 us$. what ports does he need, and he has a 3 story house, but a 2 story is fine. does he need to pay monthly fees? who provides the internet? he will be going to the app store, internet, buying songs, email and everything inbetween. please help! thanks!
