Why can't i play online news clip videos or play online games?

i have had this problem for 2 years now and noone seems to know how to fix it. i used to have high speed internet , that's when the stuff started.when i try to play a news clip video it stops and starts and stops and starts every few seconds when i had roadrunner it started that stuff so i know that it has nothing to do with needing high speed internet to play anything. i have a windows 2000, a windows xp, and a brand new windows 7. and the stopping and starting and stopping and starting continues on all three of my computers.. i have all the latest gizmos that everybody has suggested and none of them work. i have installed and uninstalled my flash player and my java about 20 times and they still do not provide the video and games i want .i now have dialup service which is the only service i can get where i live, but that has nothing to do with it either as i can get on any one elses computer and they all play just fine. this is very upsetting!! what is a person supposed to do to get what they want out of the internet when it comes to online videos and online games?
