Is it against the law in Ohio to let your kids play on a public street?

There's a mother down the road from me who yells at me to slow down cause she is letting her kids play on the street the speed limit is 25 i go 15 - 20 because of the kids, but even if i slow down she still harasses me, is it against the law for this neglect parent to let and watch her children play in the street, can i do something about this?
